Methods of Enhancing Humanitarian Assistance in Times of Non-International Armed Conflicts

This research aims to identify the procedures for addressing legal risks when providing humanitarian assistance during non-international armed conflicts in several different contexts. The research focuses on three main topics: The research delves into strategies and procedures for addressing legal risks when providing humanitarian assistance, focusing on how to assess risks and identify potential threats. This includes studying different ways to mitigate risks that may affect humanitarian workers' safety and ensure the assistance's effectiveness. How to improve procedures to ensure maximum safety and effectiveness in assistance operations is analyzed. The research reviews the legal challenges facing humanitarian organizations due to the conflicting parties' commitment to international laws such as the Geneva Conventions. It also focuses on the impact of these commitments on the ability of humanitarian organizations to access affected areas and provide the necessary support. It also highlights the challenges related to civil-military relations in non-international conflicts and how they can affect the ability of humanitarian organizations to carry out their tasks effectively. The legal challenges in civil-military relations in non-international conflicts, in addition to analyzing the difficulties of obtaining the necessary permits to cross borders and provide assistance in conflict areas and how procedures can be improved to facilitate access. Methods for assessing risks, identifying security threats, and mitigating risks in humanitarian assistance are analyzed. Legal challenges related to cross-border movement and humanitarian access were also examined, as were legal challenges in civil-military relations. Finally, recommendations were made to enhance cooperation, provide effective humanitarian assistance and enable conflict-affected populations to receive assistance in a safe and appropriate manner.
